Not really.
Starting a pump requires in rush current to saturate the field and overcome inertia.
Cycling a motor on and off will consume considerably more power than just leaving it running.
 
Before bothering the landlord too much and pissing him off I would propose that y'all hire a plumber/well guy that you both are comfortable with. If everything checks out fine, you pay the service charge fully. If there's an issue, landlord pays.

But for me this solution wouldnt work. Depending on current work load I am frequently if not usually my plumber/well guy
 
I was considering power per gallon delivered. I had previously considered startup power to be negligible compared to getting say a gallon out of the ground but it may not be. Certainly more wear on the pump short cycling, but glad to hear it's resolved.
