RatLabGuy had a very good suggestion to start a new thread in public instead of the garage for several reasons. So here it goes...

Neighbor's concreting like half his entire yard and making a total mess. Even appears he's going to add on a garage or carport right on up to my property line??? WTF?

Kinda happened overnight. Letting it soak in some before I boil up and make an ass of myself with the best approach I can come up with. Any ideas? We live too close together to be enemies but what's a man to do at this point...

We live in a watershed so he legally can't add onto his existing driveway. And have a 25' building side setback. I am going to try to talk to him for I think he's out of control...

My fence is 2-3" off the property line. He's clearly over.
 
Was fallowing this in the garage thought I would add my .02. I would say something to him about being on your property. If I read it right the fence in 3ft in from your property line. I would also say something about your access to your driveway, if there is a right of way he can't block it or keep you from using it. If there isn't he might not know enough to realize that and you still get your access.
 
If he is pouring a concrete pad 2-3 ft over the property line, you have no choice but to call him on it, or call the county.
 
I'd let that go just to not make enemies with the guy (assuming you are on friendly terms with him now).

What about the 25' setback? Does that cover concrete pad or just structure?

The 2-3" over the line isn't worth fighting with neighbors over.

Things like this may not be a big deal now, but should you go to sell your house (or he sells his) - then a survey will tell the new owner what's his. A lot of home sales are requiring it nowadays to keep stuff like this from happening. Even years down the road, he or a new owner could be made to tear it up. Bad scene all the way around
 
Structures. He has no room left for any addition that he is planning. We're in the strictest area of NC to build being why so extreme. Usually it's around 10'. I just looked it up this morning and they just changed it for us.

It's so strict you have to have 3 acres before you even consider doing anything. Then there's so much into play it's ridiculous. Of course anything in the ground before the new rules was grandfathered. Thank god I already had a shop on the property...

For those unaware, I just went through this pissing contest like 3 years ago with another neighbor. This is a nightmare waiting to re-appear. Wife definitely does not want me to start something.
