I don't know who comes up with this crap, but there is an insane difference between an early 80s baby (now in their late 30s) and a mid-late 90s baby (in their early 20s, had the internet and smartphones all of their adult life).
Keep in mind a generation isn't defined just by what changes during that lifetime. It's based on a huge chunk of a lifetime, enough to grow into adulthood. E.g. 15 year minimum. And even in 96 the Internet was just becoming a big thing, a lot of people were still using dial up modems. And cell phones of any kind weren't mainstream yet. That was right around the booming time for those.
