Nah man. Thats how layman's might define, or Kissinger sponsored school teaching. Bust open Black's and look up the definition of state. Or check out the statute.

26 USC §3121(e)(1) – “State. The term “State” includes the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, and American Samoa.”

I guess you need to let the flag makers know they need to add 6 stars...and probably shouldn't take memes so seriously, unless of course you think Godzilla and King Kong are real. Have any maritime law you wanna toss out there that may give one an edge over the other?
