North Carolina passed HB 392 in July 2013, which included a provision to require drug testing of the state’s welfare applicants or recipients for whom the department had reasonable suspicion are engaging in illegal use of controlled substances. The Governor vetoed this provision of the bill in August recommending further study of the issue because existing law already required drug screening and treatment as a condition of receiving benefits. The legislature overrode the veto in September. The county departments of social services are now required to test all applicants or recipients if there is reasonable suspicion of drug use. Those who test positive are denied benefits. The cost of the test and any subsequent treatment is paid by the individual. The department must report to the General Assembly on implementation of the program by April 1, 2014.
 
Reasonable suspicion of drug use? Why not mandatory during application?
My guess is to keep the total cost and testing load down.
Originally they avoided the "cost" problem by saying the applicant had to pay for the test. The problem is that then means there is a financial barrier to applying for financial aide, a catch 22.

Somehow I think the cost of testing would be completely covered by all of the money saved by denying benefits to people who are on drugs. At least by my logic...

Alot of the people that take advantage of these benifits, have the food stamps or card sold before it gets to them. They will give away 250 or 300 dollars worth for a 50 dollar bill. Then they will by beer and dope with it. I have seen this happen, they are not worried about their kids. I'm sure there is some people that need help but it's nowhere near what is being paid out by the government.

Yeah, reasonable suspicion just opens the door for complaining about profiling and racism. It should be all of them. As Dylan said, kids are definitely a consideration, but they aren't getting taken care of anyway.
 
When it comes to food I have an alternate idea that would save the Gov lots of money due to bulk buying and give folks incentive to find work. Get a bunch of trucks and drive to appointed locations in neighborhoods. Any person that needs food is welcome. They will give you a serving of Government Gruel. Some nasty looking and unpleasant tasting crap in a bowl that is a full of vitamins and nutrients. Make it gross. Something you wouldn't wish on your worst enemy. What ever isn't consumed that day is forwarded to the local Corrections Department for consumption by prisoners.

Saving the money will be easy one they deny benefits to those that don't pass the drug screening. Sort of self saving.
 
My other idea to toss out there is to issue food stamps based on calories per day per person. Let us say you get 2k a day. You want a ho-ho fine, you want some veggies and protein fine. Your choice. But at least we would have a lower chance of being behind the fat lady at the grocery store with a cart full of soda and doritos using food stamps.
