Best and cheapest lift do not go together, youre cheapest route is to do a 2inch spacer lift with correct shocks and bump stops. It would also be best to plate youre factory control arms for strength. If you go much above 2 inches you will need a slip yoke eliminator on youre t case as well to prevent driveline vibes, this combo actually works pretty well and is fairly durable. This would allow you a 32/33 tire. 33 might be a little rubbing with front swaybar disconnected.
You probably also have 3.07 gears in that jeep, going up too much in tire size will severly hurt youre power.
If youre on that much of a budget, throw on a set of 31 mts, swaybar disconnects, keep youre power,keep youre reliability and go wheel, get some experience under youre belt.
