It does. It has prongs with rubber tips (that resemble vacuum caps) that apply equal pressure around his neck.
They're a game changer for having control.

Thanks, I've tried every thing else. I've just quit walking mine because it's an absolute struggle from the time we start until I get him back home.

I think the fuel filler was below the drivers taillight on the YJ? so that would make it CJ. or maybe it was the other way around.
