Rust?

The truck my dad is looking at has some little bubbles over the fenders. Does this look like possible rust bubbling through?

That is rust bubbling through from above the fender liner. It's fixable, but I'd give the rest of the truck a good look first.

Or West Virginia, or Virginia, Boone, the coast, etc...

Keep an eye out for any that have aftermarket fender flares, too. People will buy those to hide the rust holes in the fenders. Next thing you know, there are holes in the rocker panels and door bottoms.
