I always surface prep with a grinding wheel. It doesn't look like you even got all of the mill scale off of that pipe.

Klingspor makes this flat disk with nothing but grit on it. Sort of sand paper on a 30 something through whatever scale....I have a few intermediate grits. Doesn't load up, doesn't flex, doesn't shred like a flap wheel on hard edges. Best part doesn't gouge and leave irregular surfaces. Absolutely "tits" for mill scale and the place between grinding and mop disc finishing. Uses a hard rubber backing pad with a arbor adapter so no lame sticky pad mess either.

Just like this brand.
