Looks to me like a really old school aerator. Cool!

I'm not good with putting an age to things like that, but it's damn old lol. That's awesome!

EDIT: Could also be a seeder? Not sure. I'm going with my first guess.

Dont think so....those forks have a short travel on the crankshaft. Looks like they just go either up and down or in a flipping motion.

Seen forks like that on a potato harvester, but they rotate and flip taters to the side.

Correct, the height should be adjustable. I'm 99% sure that's an early hay tedder.
