What is it?

Is that a "Disc Brake" on it to lock it in place? Looks like a lever tightens up on the disc. Need to install one of those hit and miss engines and a big leather drive belt. Take it to the old equipment shows like Denton.

No kidding, Crown is always sending someone over to my work to fix one of ours, we have 10 newer crown forklifts and 2 old ass toyotas, and the old ass toyotas are dead reliable lol.
 
We have something similar to this at work for lifting pumps on tot he front of trucks. We have updated the old design though..
