That is actually a suggested technique for adding accessories on some forklift brands that are sensitive to added loads after main power
though it’s supposed to be covered in sealing heat shrink and not inside the battery compartment

Likely rust scale built up around the socket, it had probably been there for awhile, looks like a well maintained system.....
