Why is Falls dam closed?

So are unregistered vehicles (dirt bikes, fourwheelers, buggies, etc) going to still be allowed to travel on 516 from Wolf's Den up to the start of Falls Dam? If so, I can see that causing some confusion. It will be the only forest service road open to vehicle traffic to allow non-registered vehicles. Seems like they should just reopen the trail that starts on the other side of 516 from Wolf's Den that wraps around to the start of Falls Dam. Seems like they closed it the mid 90's IIRC.
 
That portion of 516 that's between the gates is what will still be off-limits to unregistered vehicles. As to what they'll do regarding the rest of 516 I don't know. I could see restricting 516 from the intersection of Wolf Den to the gate on 576 and limiting the Wolf Den Connector to registered vehicles. That would leave access to Wolf Den, Dutch John, and Falls Dam from the campground. The older trail (CCC Road) is closed because of archeological sites located on it, which by the way, the outlaws, which includes the horse people, have nearly destroyed by riding it illegally.

Dang near got hit by a pair of large cube dirtbikes flying down that stretch (in between the gates) this weekend...

Same pair that disregarded folks at the bottom of Dutch John asking them to holdup! If I'd been 10' further down when they blasted up, would've crash tested my bumper on them.
