Windows 10 Child Account

Any way to create an account on Windows 10 for my kid without a Microsoft account? Of course I can make a local account, but then there is no way to lock it down like older versions of Windows. And it seems unbelievably unneccessary to create a Microsoft account and Outlook/hotmail email for my kid, just so I can manage settings. All just to play Minecraft with the internet turned off. In my feeble foolishness, I thought I could just create a local account, and not have any network connections. But friggin idiot Windows 10 applies network connections globally for all users on the PC, so if I delete for the kids account, I'm also deleting it for every other account, which obviously does not work. This really shouldn't be that hard. I'm pretty sure computers peaked around Windows XP.
 
Doesn't really answer your question, but I set up accounts for each kid (ties to their Minecraft/XBL/etc license, so req'd regardless). Didn't need to create email accounts for them, but do get a parental dashboard with access controls out of the deal. Not worried about them having access to "the internet" b/c I control it all at the DNS level.

Where does the "parental dashboard with access controls" come from? And is this on Win10 Home?

There's a dashboard tied to my MS account. Family members all listed w/activities, etc. I'm pretty sure everything at our house is running 10 Pro (mostly for the backup functionality, etc), but that shouldn't matter for what you're doing.

I think it does. 10Pro has a lot more options than 10Home from an admin standpoint. I'm in the process of backing up right now so I can upgrade.

The stuff I'm talking about is all on the MS cloud, independent of the operating system.

If you want to upgrade to pro, it's as simple as buying a key and changing it in the control panel. It only takes a minute.
 
Here I was thinking that @jeepinmatt was asking for himself and I just stopped by to say, you can use regular version :D

Correct, but I was trying to do it without buying a key ;)

Also, MS cloud would still require a dedicated kids MS account because the local PC account isn't managed by the cloud if its a local account only, right?

I did something similar with my oldest when he was gifted a laptop last yr. Created an account and listed him under it, and what he was allowed to access. He rarely uses it though, compared to his school chromebook or tablet. I am also with shawn, to go into my router/wifi settings and create limitations for each IP address/device that is connected to the network.
