Its pretty wild when you read into it. The rep that amended it is a developer from Franklin co. City of Wilson did something similar when they built Buckhorn Reservoir. They were able to eminent domain property in johnston and nash counties. A friend's grandad held out as long as he could. They literally flooded his property and deposited money in his account that he had been refusing.

as with anything tech, the price for implementation will fall off a cliff once its mature
