Alright plumbers I've got an odd issue

Problem is when it does it, it's not getting flow even after completely removing the shutoff from the supply line. As in a wide open copper pipe stubbed out from the wall.
But the adjacent lavs will flow CW no problem?
 
Maybe you could open the wall under the vanity, cut the copper heading to the toilet and use compressed air to blow it out from toilet to new cut. Then repair cut pipe. A simple patch made from luan would cover the surgery.

I have seen a little chunk of wood blocking several sink or toilet lines from when the house was built.
 
You wouldn't even need to run it to the bath tub. Buy a 24" braided toilet supply. Connect it to the shutoff and simply turn it down in the toilet. If you have ample flow and pressure then the problem is the toilet internals.
Ah yes, excellent point, but you could also turn it straight up and enjoy a bidet. I guess in this case though there's not enough water for a complete job.

Depends on what you ate the night before.

There’s an obstruction in the line from the sounds of it. I would bypass the existing line with a new one. You could use a shark bite to transition from copper to pex and run your new line.
