Hydraulic profile would help. Something similar happened out west a few years ago, search Folsom dam pipe collapse.

Doubtful it is ductile iron pipe, I'm not aware of anyone making 72".

I would guess a poo plant, parshall flume is generally the flow measurement instrument of choice.
