Not gonna lie...I think common courtesy there is to pull over and let them pass. Maybe he is just that much better of a driver in the wintery weather.
Oh how arrogant and wrong you are. There is no law that states that you have to pull over, there is however a law that states you must retain one car length of distance back for every 10 miles an hour.
There is never a reason to tailgate. Never. Think there is, guess again. There is never a reason to tailgate. Not any at all.
Ever look around after a snow storm and see how many vehicles have damage to their front and rear ends. I will guarentee you that 99.9% of those accidents were caused by following too closely.
If the driver in front of you is going slower than you want to drive then pass them when it is safe and legal to do so. Never tailgate.
