In case any of you have license plate frames, one of the new laws includes
S.L. 2009-456 (HB 67) LICENSE PLATE FRAME/STATE NAME VISIBLE/STUDY.
An Act To Prohibit The Covering Of The State Name, Year Sticker, Or Month Sticker On
A State License Plate By A License Plate Frame And To Direct The Joint Legislative
Transportation Oversight Committee And The Revenue Laws Study Committee To Study
The Authorization Of Special Registration Plates. [See Secs. 1 & 3]​

90% of frames already have bump-outs where most most state stickers and names are. MD has this law already.
However... even though technically it is against the law to have a frame that occludes any verbiage on the plate, 95% of the default ones that dealerships put on are in violation.

correct on dealer plate covers.. i saw a news report and they stated Can Not cover "north carolina" name at ALL.

i looked at every plate yesterday on way home and every single one i saw cover part of the words NC

that is gonna be a lot of money for NC state if they enforce this

In talking w/ a few local LEOs here - they basically said they really don't care... they have much bigger things to worry about... as long as they can read the numbers OK... seems like in fact they actually can't specifically pull you over for that, but if they do for something else (e.g. speeding) it's a possible extra tack-on.

How? I mean it sounds great in theory, but whats the difference between texting and dialing? And is one really worse than the other? And what if you were changing the radio station and get falsely accused of texting?

Good point...I work with a guy that eats his breakfast driving to work every morning (cereal and yes he has milk in it), but rants and bitches at the break table every time he has seen someone texting and driving the previous day. That mentality makes no sense to me.

I guess the real catch all law would be a 10 and 2 or 9 and 3 law. If both hands aren't on the wheel then your ass gets a ticket.

Better yet, I think things like talking on the phone, texting, eating, programming GPS, picking your nose, groping, putting on make-up and reading a map while driving should be endorsements on your license much like a motorcycle endorsement. If you can pass the test for it, then your good to go. Each endorsement could cost X amount and this would be another great source of revenue for the state.

That's where the 5 second rule loop hole would come into play. :driver: See how he just did it. He would not get pulled on the 5 second rule.

It is pretty simple..

you can tell if someone is clicking away with a text or email.. versus looking up a contact to call..

But my point is it only takes a seconds distraction. Sure, 15 seconds is longer, but it only takes 1 second. The texting law is just a feel good law.

If they are going to make a law, make a law that prohibits distracted driving. That way whether you are putting on makeup, texting, eating breakfast, sleeping, etc, the officer has the discretion to give you a ticket for it.

N.C.General Statues already list a law that forbids covering a license plate with anything. Even clear covers or frames. Why not just enforce the law on the books instead of pissing away tax dollars creating new ones? :rolleyes:

There IS a law about distracted driving. But people argue and bitch via lawyers that they were NOT distracted, and they can drive just fine talking on the phone, typing on the laptop, and reading the paper.

So gubmint passes laws to protects us from stupidity that is already illegal, just people are to stupid to use common sense.

No kidding... TacoPoPo used to talk about how his department used the law you are mentioning. It's a great source of probable cause for any search. It allowed them to deal with suspected dui, drug stops, etc. much more efficiently, all because people were unaware of the law. Of course, there are so many laws on the books these days, this one must have gotten missed. Until you said something, I'd assumed it had expired or something.

The main issue I have with laws dictating no phones/texting while driving?

I haven't passed a LEO (driving) in the past 6 months (FWIW, I work close to both Federal & County courthouses & the WS/FC jail... so I see a buttload) that wasn't glued up a cellphone themselves... If it's good for the geese, dang better apply to ganders with the same ramifications!

BS. Ever used a Blackberry or any other smart phone? The quickest way to find the contact is to type in the name of the contact to get their listing!

I am in the group that can type without looking at the phone.
