I spray foamed our house. Our "attic" is more of a chase above the collar ties. Maybe 3' tall and about as wide. Except over the bathroom.
Technically my house won't pass energy code even sprayed now.
But my wallet should feel better since it didn't have ANY insulation in it.

If you've ever done demo, you'll know that the insulation around ceiling lights is always discolored from the air that leaks through the fixture in/out of the conditioned space.

I'm going to guess that is minimal compared to windows?

Depends on the install and the type of light, how many there are, etc. Same for the windows. You'd have to do a blower test to know for sure.
