Looks like exhaust off the back deck of a boat, lit up by swim lights.

I think it's the prop wash behind the boat lit up by led swim lights, the light seems to flow w the water..........I bet it would look wild viewed from a distance w/o the running lights on.

I think I've had maybe two nosebleeds since doing mine in 1977. Both of those were caused by, um....outside influences.
