Omaha doesn't appear to be taking sides, just stating facts as he knows them;
Stating the Land owners are being stuborn and don't want to compromise in any fashion.
I've been known to pick up a can or two myself, Even mentioned to a friend we should check into the Adopt a Hwy for Richlands since it IS a legal ROW and listed as a road.
Omaha is stating the land owners aren't interested in that at all because then Offroaders will consider it their right (as if it wasn't already) to go up in there any time they want.
Bottom line is:
It's a public Right Of Way to within 1700ft of the county line.
The land owners don't have a legal leg to stand on as long as people stay within the ROW.
And I can't imagine putting private gates and locks on a public ROW is in any way legal.
I question the legality of a 'Private Bridge' within a public ROW; But the ROW is wide enough at that point for us to keep going through the creek.
