I'm guessing he got up on the Curb. Still, very odd at what should have been a Slow speed. I've towed more equipment than I want to, with that set up. Even crossing ditches diagonally, with loaders & track hoes. Never a problem. [knock on wood]
Maybe not a good recommendation for air bags. The ones I drove, sat on rubber pads. No springs on the rear. I see a few dump trucks, on air bags. They don't look as stable as springs.
