So we were discussing this at work today. I had a thought. The state requires you to get a hunting license because the state believes the deer belongs to them, so if the guy got injured by the states deer, he should be able to sue the state, just like if someones dog attacks you. And if they then say "ain't our deer" then they can't justify the license requirement, right?
