they make a case about domestic violence convictions not being flagged in nationwide databases....why is that not happening?

If the domestic violence conviction rises to a felony level, is the person then in the fed database as a felon so not allowed to buy a gun regardless?

“The Lautenberg Amendment makes it a felony for anyone convicted of a misdemeanor crime of domestic violence such as an assault or attempted assault on a family member, to ship, transport, possess, or receive firearms or ammunition.”
