If I had to take a guess it is a tow truck clearing the roadway because the truck that was originally pulling the trailer was involved in a crash.

I ran into a guy on the trail once that vacuum sealed everything. Ujoints, first aid kit, he even had a neat little bolt and nut kit vacuumed sealed. He said he made the bags a little long so you could trim the edge to open and reseal when you get home. I always thought it was a neat idea.

Looks like a 0786 pad, one of the bread and butter pads from my days at PFC. They were for bluebird/ school bus chassis... Hopefully that's not an indication of what type of vehicle this is
